Hello!

I noticed strange behavior. Displayed on different devices in different declination of the same point.
For example,
point: 46.2964753° N 106.7359654° W

On Android 7.1.1 NMF26F - declination + 9.159°
On Android 10 QKQ1.190825.002 - declination + 9.506°

This is a bug or not? On what android correct declination?

This value is computed at your current location (because it's used with the magnetic sensor of your device).
If you want to compare values of remote places, please click on the screen center dot -> Tools -> Information.

Concerning the values, it's not impossible that future versions of Android do compute slightly different results (but it should not be the case with Android 10). Keep in mind that the magnetic field is changing constantly, and we can only use approximation to compute futures locations:

This uses the World Magnetic Model produced by the United States National Geospatial-Intelligence Agency. More details about the model can be found at http://www.ngdc.noaa.gov/geomag/WMM/DoDWMM.shtml. This class currently uses WMM-2015 which is valid until 2020, but should produce acceptable results for several years after that. Future versions of Android may use a newer version of the model.

It's not unfortunate, maybe Android 10 uses the new WMM2020 which has been released end of 2019, that will give better results for the years to come.
